Enterprise Zone programme management team
The Enterprise Zone (EZ) programme management team oversees the development and delivery of projects, and supports the council’s role as the accountable body.
The team manages the programme’s financial model including, project spends and uplift in business rates income.
The team works in-line with the EZ Investment Plan (EZIP), working with project managers and sponsors to take the projects from the approval process through to delivery.
The EZ Programme management team roles and responsibilities include, but are not limited to:
- developing and reviewing the EZIP to make sure it is up to date and fit for purpose
- monitoring, reviewing and reporting performance against the EZIP aims and objectives
- providing overall programme management to support delivery of the EZIP objectives and making sure that they align with the West Midlands Combined Authority (WMCA) Regional Economic Plan
- assessing affordability of the EZ financial model in accordance with the approved financial principles
- overseeing delivery of EZ projects
- managing the EZ project pipeline
- coordinating all aspects of appraising funding applications, presenting project investment approvals and change requests to the EZ Programme Board and EZ Partnership Board
- ensuring that project specific grant agreements are in place
- reviewing and reporting EZ risk register to the EZ Programme Board
- quarterly monitoring of projects
- 6-monthly reporting of the EZ Programme performance to the Cities and Local Growth Unit
- developing and implementing the £20million Regional Investment Fund Programme
- monitoring of projects’ adherence to subsidy control rules and reporting of any subsidies
- working on communication and promoting the EZ
- risk management
- administration and monitoring of legacy funding programmes transferred from the Greater Birmingham and Solihull Local Enterprise Partnership (GBSLEP)
