Strategic environmental assessment and habitat regulation assessment screening

In August 2016, an assessment was carried out by the council to examine the likely environmental impacts of the policies in the draft Jewellery Quarter Neighbourhood Plan. This assessment was in line with the Environmental Assessment of Plans and Programmes Regulations (2004).

As specified in the regulations, a consultation was also carried out with the relevant statutory bodies (Historic England, Natural England and the Environment Agency). An Environmental Report was prepared in November 2016.

Since then, a draft plan was produced, and a pre-submission consultation was undertaken between July and September 2020.

The Jewellery Quarter Development Trust Neighbourhood Planning Forum asked the council to provide an update to the Strategic Environmental Assessment (SEA) Screening Opinion (re-screening) for the pre-submission version of the Neighbourhood Plan for the Jewellery Quarter.

An assessment has been carried out, which was consulted with the statutory bodies as specified in the regulations.

Based on the assessment and consultation responses, it was concluded that the Jewellery Quarter Neighbourhood Plan is not likely to have significant environmental impacts. This conclusion meant that a SEA was not required.

In May 2021, a Jewellery Quarter Neighbourhood Plan Habitat Regulation Assessment Screening Determination was carried out to check if the emerging draft Neighbourhood Plan required a Habitat Regulations Assessment (HRA).

The SEA Screening Determination is available to download.

The HRA Screening process concluded that none of the proposed policies within the draft Jewellery Quarter Neighbourhood Plan have the potential to lead to a likely significant effect on a European Site.

Natural England were consulted on this HRA screening assessment.
