Examination and Regulation 16 Representations

An independent examiner, Timothy Jones, was appointed to undertake the examination of the Jewellery Quarter Neighbourhood Plan. This included reviewing all the representations received in the Regulation 16 publication, which can be viewed below.

The examiner will decide if the plan and its policies meet the basic conditions that all neighbourhood plans are required to comply with, and whether the plan should proceed to a local referendum.

If the examiner recommends that the Jewellery Quarter Neighbourhood Plan can proceed to referendum, and Birmingham City Council is satisfied with the recommendations, the Council will hold a referendum. For the Jewellery Quarter Neighbourhood Plan there will be two separate referenda – one for residents of the Jewellery Quarter Neighbourhood Plan Area and another for businesses whose main business address is located within the Jewellery Quarter Neighbourhood Plan Area.

The referendum would pose the following question to all those eligible to vote in local elections, who are residents of the Jewellery Quarter and (for the business referendum) are owners of local businesses that have their main business address located within the Neighbourhood Plan boundaries:

Would they want Birmingham City Council to use the Jewellery Quarter Neighbourhood Plan to help decide upon planning applications within the designated Neighbourhood Area?

Neighbourhood Plan Submission and Regulation 16 Public Consultation

The Jewellery Quarter Neighbourhood Forum have submitted their final draft plan and supporting documents to the council, meeting all requirements for a consultation to commence.

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012, the council publicised the submitted Neighbourhood Plan and its supporting documents for an eight week period between 25 July 2022 and 15 September 2022.
