What is a pavement licence

A pavement licence allows food and drink businesses to place removable furniture on the highway adjacent to their existing premises to create additional space for their customers and/or to sell food and drink.

Pavement licences can not be used for any other activities that might take place on a public pavement such as scaffolding or street trading. You will need a different licence for these activities. On 31 March 2024, the Government changed the law regarding pavement licences. These changes included making the former temporary licensing regime permanent, changes to the fee cap and the introduction of a new enforcement power.
