Tenant halls

Birmingham tenant halls were built on council housing estates between the 1950s and 1970s to:

• serve as community centres for residents
• be managed by local volunteers fulfilling the role of trustees.

Tenant halls provide a range of services such as:

• before and after-school groups
• church groups
• keep fit classes
• activities for senior citizens
• social functions
• councillor surgeries

These community buildings can be found across the city. They are managed within the varied council directorates, with 9 tenants halls currently sitting within the City Housing Directorate. The halls are leased to local community groups in the form of a tenancy agreement. This is a shared responsibility with the council as the duty holder and details legal responsibilities around repairs, and annual statutory duties.

As duty holder, the council are responsible for ensuring the maintenance, health and safety and repairs of each building meet building safety regulations and other statutory requirements.
