Timeline

A full timetable is set out in the CGR Terms of Reference, but a summary of the key steps is presented below. Be aware that the dates below are indicative and subject to change.

  1. Initiation and preparation – the city council receives an expression of interest (or petition); Terms of Reference for the CGR are prepared (took place in summer/autumn 2021)
  2. Decision to undertake a CGR – the city council’s Cabinet resolves to undertake a CGR (took place in December 2021)
  3. Consultation – residents and stakeholders in the area are consulted (February to May 2022)
  4. Evaluation – city council officers evaluate the proposal and consider responses to the consultation (May to July 2022)
  5. Reaching conclusions – city council officers prepare an initial report and recommendations (May to July 2022)
  6. Decision on consultative ballot – the city council’s Cabinet receives the report and recommendations, and considers whether a consultative ballot of electors in the area should be held as part of the consultation exercise (July 2022)
  7. Consultative ballot – depending on the outcome of stage 6, if a new parish/neighbourhood council is proposed, a consultative ballot will be held. This ballot is a second round of consultation, and it gives every voter in the area an opportunity to have a final say on the proposal. The council will do this to ensure there is adequate support for the proposal across the local area (1 November to 15 December 2022 - postal ballot of eligible Balsall Heath residents)
  8. Result of consultative ballot and Cabinet decision to hold a re-ballot: Birmingham City Council Cabinet received a report on the consultative ballot results. The Cabinet met in January 2023 and approved the recommendation in the report to continue engagement and run another ballot. . The dates for the re-ballot have been agreed with Balsall Heath Steering Group. The postal re-ballot will be 5 June to 3 July 2023.
  9. Implementation – depending on the outcome of stage 8, if a new parish/neighbourhood council is to be created, the full city council will be recommended to approve the creation of the council and the city council will issue a Reorganisation Order and organise elections and the raising of a precept (timetable to be confirmed at that point).
