REMINDER: Education Infrastructure – Schools Compliance Webinar
Friday, 25 November 2022 – 10:00-11:00
Officers from Education Infrastructure, Safety Services and Birmingham City Laboratories wish to arrange a Schools Compliance Webinar to serve as a refresher for areas including, Duty Holder Responsibilities, Asbestos Management Overview and the Landlord Approval Process.
The online webinar will be held on Friday, 25 November at 10am to 11am and will complement the existing Duty Holder and Asbestos Management training modules available via the Birmingham Education Support Services webpage.
The slides and recording from the webinar as well as a list of frequently asked questions will be shared with all schools after the webinar is finished.

Schools Financial Services Combined Strategic / Budget Financial Planning Tool
FAO: Headteachers and School Business Managers/Bursars
Schools Financial Services (SFS) Combined Strategic / Budget Financial Planning Tool is available for maintained Primary, Secondary and Special Schools to purchase.
As in previous years, the funding calculation element has been separated from our strategic reports to enable assumptions to be changed and modified throughout the year as and when announcements and guidance on future years funding are released from the DfE.
New for this year is a combined strategic / budget report meaning that schools will no longer need to purchase two separate templates.
The template will calculate estimated outturns and key KPI’s when information on anticipated income, expenditure and funding has been input by the school. SFS can still support schools with forecasting future years funding by sending you pro-forma to complete which will enable us to calculate your estimated funding for future years in the following areas: S251, EYSFF, Teacher Pay and Pension Grant (where still separate), Pupil Premium, Growth, Resource Base and Post 16 funding. Once the pro-forma has been completed and returned you will receive a blank report template and a printout of your projected funding for future years.
Please also be reminded that schools are required to submit their 3-year forecast based on October 2022 census details, before the 17 February 2023 (Usually 31 December).
The report and documentation will be sent as an encrypted email, at a price of £245.
The key benefits to your school include:
- Enabling the assessment of effective and efficient use of resources.
- Ability to respond to fluctuations in pupil numbers and funding.
- Support the requirements of the Schools Financial Value Standard.
- Comply with Ofsted and Audit recommendations.
- Allow modelling of different funding scenarios.
SFS can support Schools in completing the combined strategic / budget plan if required; the price would be £49 per hour.

Consultation on Proposed Admissions Arrangements 2024/2025
The proposed admission arrangements for all own admission authority schools within the area of Birmingham City Council that have instructed the Council to carry out consultation on their proposed arrangements for the 2024/2025 academic year on their behalf, are available to view here: Proposed admissions arrangements 2024/2025

Young People and the Cost-of-Living Crisis Survey
The Youth City Board, part of Birmingham Youth Service, Birmingham City Council, are working with partners to develop ways to help young people through the cost-of-living crisis and understand what they need in terms of support.
A survey has been designed by young people for young people, with the aim of looking at how we can better inform and help young people.

We’d be grateful if you could circulate the survey as widely as possible and support your young people complete it. It’s really important that the Youth City Board get as many returns as possible to inform resources and strategy in Birmingham.

Primary Surplus Places Webinar Recording

We will continue to work with schools and admission authorities across the city where surplus places are prevalent.
We are awaiting the outcome of October 2022 census to validate our understanding of vacancies in schools this term.
We are also now discussing reductions in PANs for Reception 2024 entry. Community and VC school PANs will be consulted as part of the 6-week consultation this December 2022 with a decision due in Spring 2022. If you are an academy and would also like to discuss proposals for Reception 2024 please also get in touch.

Pupil Place Planning – Proposals to Reduce PAN for 2023 Entry
In order to address the sustained impact of surplus Primary places and lower intakes in schools, we are proposing a variation to admissions arrangements for a number of schools to enable a reduction to PAN for 2023 entry.
The business case will be evaluated and decided upon by the School Adjudicator in due course. We will publish the outcome of the decisions. We are currently seeking proposed PAN reductions at the following maintained schools:
- Park Hill Primary School - reducing from 60 to 30 for Reception 2023
- Ladypool Primary School - reducing from 60 to 30 for Reception 2023
The following academies are also seeking proposed PAN reductions via the regional schools commissioner:
- Firs Primary School – reducing from 60 to 30 for Reception 2023. Firs are now consulting on the variation until the end of term. For more information, please contact the school.
- St Wilfrids Academy – reducing from 60 to 30 for Reception 2023. Please contact the school directly for further information.

Progression Framework
Wednesday, 30 November 2022 at 09:00-12.30 (via Microsoft Teams)
Delivered by Communication and Autism Team (Birmingham), this session is suitable for practitioners working with school-age pupils on the autism spectrum in both mainstream and specialist services. This may include Teachers, Teaching assistants, SENCOs and any practitioner needing to map the progress of pupils.

- Familiarity with the content and key features of the progression framework
- Skills in identifying learning goals and measuring progress for pupils on the autism spectrum in areas specific to their individual needs

AET Governor’s Seminar: Schools Programme for Developing Provision

The AET programme is funded and approved by the DfE. It offers nationally delivered face-to-face training for staff working with children and young people with autism in mainstream and specialist settings, along with a set of national autism standards and a professional competency framework to support the training modules.
The session will consider how educational settings can use the AET programme to:
- To understand the importance of the Good Autism Practice Principles and the Inclusion Promises.
- To consider how your provision can embed the principles and promises to ensure children and young people (CYP) receive a positive education.
- To understand how to embed the AET Frameworks across your provision to improve good autism practice.

English Leaders: Support, Scaffolding and Development (Termly Meetings)
An important part of leadership in a core subject is learning from others and keeping up-to-date with new research, expectations and methodology.
This course has been designed as a useful way for leaders of English to ensure that they are at the forefront of their field, and to provide a platform for professional dialogue and a sharing of approaches. We know that learning from others is a fundamental way in which we develop and improve, and yet how often are we given the chance to invest in this?
This course will be held online for half a day, once a term. The most effective way to benefit from this will be to attend each of the termly meetings as the course content will not be repeated and will make use of the most current research. This will also allow us to develop our professional relationships as we advise, support and share our knowledge with others.
The termly meetings will include:
- Updates including recent publications and working studies
- Peer Support
- Shared practice and shared problem solving
- Review of current resources including texts, schemes, approaches and subscriptions
- Assessment formats and reviews
